Firstly, thank you for your interest in helping to reduce the speed of traffic along Epsom Lane North.
Please find below a sample letter / email that can be copied and pasted. This outlines the case for introducing average speed cameras along Epsom Lane North.
With a few minor edits this written communication is ready to be sent to our local MP (Rebecca Paul), Surrey CC Director for Highways and Transport (Lucy Monie) and our local Surrey councillor (Peter Harp).
For maximum impact, we are aiming for all correspondence to be mass emailed w/c Monday TBA, but feel free to send during the preceding weekend, or indeed at any time after. Please do also encourage your respective partners, and close family and/or friends of voting age, to write in similarly.

Subject: Plea for Traffic Calming, Epsom Lane North (B290)
Dear Rebecca Paul
I am writing as a constituent and regular user of Epsom Lane North (B290), a road long known locally as “the switchback”. I am increasingly concerned about the persistent and dangerous levels of speeding along this stretch, and I am asking for your support in securing effective traffic‑calming measures.
Surrey County Council’s Vision Zero Road Safety Strategy 2024–2035 states that the Council “continues to make road safety a top priority”. Unfortunately, the situation on Epsom Lane North does not reflect this ambition. Speeding is endemic, occurring daily and at all hours, and poses a serious risk to residents, pedestrians, cyclists and motorists alike.
Community Speed Watch (CSW) volunteers operate regularly on this road, and Surrey Police conduct occasional enforcement. However, these efforts—while appreciated—are necessarily limited in duration and cannot match the continuous nature of the problem. The data collected by CSW illustrates this clearly: several vehicles have been recorded repeatedly exceeding the speed limit, including one with seven recorded offences, another with six, and a third with five, as of Feb 2026. These figures represent only a fraction of the true scale of offending, given that volunteers can monitor the road for just an hour or so each week while also covering several other local roads.
Lower‑cost traffic‑calming measures such as humps or chicanes are understood to be unsuitable due to the road’s designation as a primary route, its high traffic volume (over 3 million vehicles annually), and its importance to emergency services. A previous static speed camera installed on this road was vandalised and destroyed twice in quick succession, after which it was never replaced.
Given these constraints, I believe the only effective and proportionate solution is the installation of average‑speed cameras, positioned at:
- the junction of Tattenham Corner Road and Tattenham Crescent (B290/B2221), and
- the junction of Epsom Lane North and Merland Rise.
These would provide continuous, tamper‑resistant enforcement and are proven to reduce speeds and collisions on comparable roads.
Collision data from crashmap.co.uk shows that between these two points, over the past 26 years, there have been incidents involving 142 vehicles, including:
- 2 fatal collisions
- 12 serious collisions
- 60 slight collisions
Using the Department for Transport’s 2019 valuation of collision prevention, the total cost of these incidents is £9,233,642—equivalent to more than £355,000 per year. This far exceeds the cost of installing average‑speed cameras, which would effectively pay for themselves within a matter of months through avoided collisions alone.
Given the clear evidence of danger, the limitations of existing enforcement, and the strong cost‑benefit case, I am asking you to support the installation of average‑speed cameras on Epsom Lane North by:
- raising this matter with Surrey County Council’s Highways team,
- engaging with the Police & Crime Commissioner regarding enforcement strategy, and
- supporting any funding bids or applications required to progress this urgently needed intervention.
Residents and road users deserve a safe environment, and I believe this measure is both necessary and overdue.
